The Ontario Centre of Innovation (OCI) launched the Digital Modernization & Adoption Program (DMAP) to provide grants to Ontario-based businesses to finance up to 50% of the investment (to a maximum of $15,000 of a $30,000 investment) in the creation of a Digital Modernization & Adoption Plan. This is Phase 1, and it involves selecting an objective Digital Adoption Consultant (DAC) to properly guide your business through this process. As your DAC, we rally your team together, engage with relevant stakeholders, empower all team members, and then we act as your advocate with respect to engaging and evaluating software providers. Thereafter we lay out a comprehensive and professional DMAP plan that will guide your company’s future in utilizing technology and growing your business.

In Phase 2 OCI is administering the Technology Demonstration Program (TDP) to provide reimbursement funding of 50% (up to $100,000 reimbursed of a $200,000 investment, inclusive of staff salaries for implementation and training) to allow Ontario-based businesses the ability to rapidly finance the implementation of these Digital Modernization & Adoption Plans.

These programs present a significant limited time opportunity for Ontario business owners to level up their technology systems. Both Phase 1: DMAP and Phase 2: TDP combined offer 50% of expense reimbursement up to $230,000 CAD (i.e. you invest up to $230,000 and you receive 50% back from OCI, i.e. $115,000) to make technology investments into your company, inclusive of existing staff salaries to support implementation and training.

To apply for DMAP, you must have an Ontario-based for-profit business with 1 – 499 full time equivalent employees and the business must have a revenue of at least $500,000 of annual revenues in one of the previous three tax years.

To obtain the technology reimbursement of up to $100,000 under TDP, a Digital Modernization & Adoption Plan (DMAP) must be created by an Ontario Centre of Innovation (OCI)-approved Digital Adoption Consultant (DAC).

We’ll Help You Submit Your Digital Modernization & Adoption Program (DMAP) Application

If your business qualifies and you are motivated to make the commitment and investment in your growth, we will work with you to support the submission of your DMAP application to the Ontario Centre of Innovation (OCI). We will prepare and provide a required Letter of Support and assist you with overcoming any technical roadblocks with your application submission to ensure that you are approved as per the program criteria.

We’ll Conduct a Business Improvement Review​

Following your DMAP grant application approval, we will conduct a complimentary 1-hour Business Improvement Review session to identify the core opportunities for digital transformation in your business.

We’ll Undertake an Analysis of Your Competitors

We will analyze your competitor’s identifiable front-end web technology. We will synthesize the data collected into an actionable competitive analysis overview report with accompanying raw data reports. Undertaking this competitor analysis and discovery phase will provide you with key industry insights with respect to available technologies.

We’ll Research and Analyze Technology Upgrades Applicable for Your Business

We will consolidate all of the technology needs and requirements that were identified in the audit and assessment phase. We will research and provide a comprehensive list of vendors associated with your technology requirements. We will guide and support you through software demos to further evaluate suitability for your business. We will assist team members in conducting trials of the available software and unilaterally consider their feedback for contribution to the decision-making process. We will assess each shortlisted software vendor in a comparative analysis organized by specific functional needs, requirements, and available integrations with a scoring system for you to make a well-informed technology selection decision.

We’ll Develop a Digital Strategy Plan

After completing the digital audit and assessment, competitive analysis, and software analysis phases, we will create a digital technology strategic solutions plan. The plan will include action items, a roadmap, budgets, and key milestones for it to be successfully implemented. We will work with you to ensure that the strategy is in alignment with your intended business goals and team vision.

Digital Modernization & Adoption Plan (DMAP) Completion & Grant Reimbursement

The digital audit and assessments, discovery and competitive analysis, software analysis, and the digital strategic solutions plan will be assembled to create the overall Digital Modernization & Adoption Plan package in accordance with the required Ontario Centre of Innovation (OCI) criteria. The plan, once approved by you, will then be submitted to OCI, along with our final invoice for approval and grant reimbursement ($15,000 or 50% of the consulting fees required to undertake the DMAP process).

Apply to the Technology Demonstration Program (TDP)

After your Digital Modernization & Adoption Plan (DMAP) has been approved by the Ontario Centre of Innovation (OCI), applicants must be initiated in AccessOCI by an OCI Business Development Manager (BDM) or an OCI Digital Adoption Advisor (DAA). Once initiated, the Applicant will receive login information to begin completing the TDP application. Companies that wish to be connected with an OCI BDM or OCI DAA should submit a Client Intake Form. Businesses approved under the TDP can receive up to $100,000, or 50% of the technology investment outlined in their DMAP, inclusive of staff salaries related to implementation and training. The intent of the capital is to make the investment into implementing your Digital Modernization & Adoption Plan. Application windows for the TDP are open on a rolling basis, as per available OCI funding.

The Digital Modernization & Adoption Program (DMAP) is part of a broader Digitalization Competence Centre (DCC) initiative. DMAP is designed to support small and medium-sized enterprises (SMEs) to better understand their organization’s technology needs, guide their digital transformation decision-making, and optimize their technology investments. In addition, the program facilitates access to expertise and the latest knowledge and information on digital technologies, training to use new equipment and processes and understanding and adopting digital technologies that will enable SMEs to scale.

Specifically, DMAP helps SMEs with the development of an effective digital strategy and digital technology adoption plan in order to help them transform and grow. As such, eligible SMEs receive up to $15,000 in reimbursement funds to develop a digital adoption plan. The grant covers the cost of retaining the services of an approved Digital Adoption Consultant (DAC). All clients selected for DMAP grant will need to contract with an eligible Digital Adoption Consultant registered on the DCC roster to develop their Digital Modernization & Adoption Plan (DMAP) and will need to submit their completed plan. The Technology Demonstration Program (TDP) is part of a broader Digitalization
Competence Centre (DCC) initiative. The Technology Demonstration stream supports Ontario Small and Medium sized Enterprises (SMEs) that have completed a Digital Modernization and Adoption Plan (DMAP) project to adopt and implement the digital technology identified in their DMAP, accelerating growth of the SME whilst also supporting the commercialization of Ontario digital technologies.

In addition, the program facilitates access to expertise and the latest knowledge and information on digital technologies, training to use new equipment and processes and understanding and adopting digital technologies that will enable SMEs to scale. Funding is available for a limited number of Ontario SMEs working with digital solution vendors to adopt and implement commercialized digital technology specified in their DMAP resulting in high growth impact for their company. Eligible SMEs receive up to $100,000 in reimbursement funds.

Program objectives:

  • accelerate digital adoption by supporting SMEs to adopt new commercialized equipment and processes
  • support commercialization of Ontario technologies by connecting SMEs looking to adopt digital technologies to Ontario technology firms
  • enhance technological capacity in sectors across the province (e.g., manufacturing, construction, resource production, food, and beverage processing, etc.) and back offices of companies that have the potential for further digitalization
  • increase economic impact for Ontario-based SMEs and Ontario

The Technology Demonstration Program (TDP) also provides an opportunity for Ontario SMEs and technology vendors to showcase the value of their products/services or technology and accelerate their growth and/or path to market. The TDP program is delivered by the Ontario Centre of Innovation (OCI) on behalf of the Ontario Ministry of Economic Development Job Creation and Trade.

The Digitalization Competence Centre (DCC) and the Canadian Digital Adoption Program (CDAP) are complementary programs from the Ontario and Federal Governments respectively, that are focused on driving the adoption of digital technology in Ontario for DCC and Canada for CDAP. However, as of February 2024, CDAP was closed.

Firms that have already completed a CDAP project can however apply for a DMAP project if the DMAP scope is different and focused on an area not conducted under their CDAP project.

Please note that a DCC-funded DMAP must be completed to be considered for a Technology Demonstration Project; CDAP adoption plans are not eligible as a substitute.

A director of a corporation or owner of a sole proprietorship, as well as any of their authorized representatives, may submit an application. Applicants are required to attest and certify that their business meets all of the following eligibility criteria:

  • Be incorporated federally or provincially with a valid Business Number
  • Be a for-profit, privately owned business
  • Have between 1 – 499 full time equivalent employees
  • Have a change management culture and structure that values growth and innovation,
  • willingness to review/adopt new technologies to support scaling
  • Have the ability and willingness to invest resources
  • Have the capability to implement and internally sustain new technologies
  • Be able to express why they need a digital strategy and recognize its importance in guiding change
  • Have a permanent establishment in Ontario

The following types of small businesses are ineligible:

  • Business engaged in consumer facing retail or e-commerce operations (including restaurants)
  • Corporate chains, franchises, or registered charities
  • Representatives of multi-level marketing companies
  • Real estate brokerages
  • Not-for-profits

Applicants are required to report on project milestones, success stories, financials, productivity, commercialization and economic outputs.

Consultants need to provide a completed Digital Modernization & Adoption Plan (DMAP) based on the format approved by Ontario Centre of Innovation (OCI). Digital Adoption Consultants (DACs) should recommend three potential technology options to be pursued. Solutions should be sourced from Ontario-based vendors whenever possible. The format of the DMAP can be found on the DCC site here.

Small and Medium-Sized Enterprises (SMEs) will receive up to 50% (maximum) of total eligible project costs, to a maximum of $15,000 (grant). At the completion of the project, SMEs will submit the completed Digital Modernization & Adoption Plan (DMAP), complete the final report, and submit the paid invoice from the consultant for reimbursement. Please allow up to 30 days for reimbursement after submission of your final report (excludes time for report revisions if required).

  • Costs of back-office solutions to support a technology strategy
  • Costs of social media advertising (note: plan cannot be strictly social media advertising, it needs to be tied to overall technology implementation plan, and not a standalone item)
  • Costs related to the creation of customer databases
  • Development of new technology
  • Salaries for technical staff directly related to the demo project and essential for the installation/integration of the digital technology (does not include benefits). This means one-time labour expenditures directly attributable to the development and implementation of the Project, including expenditures to set up/commission new equipment, technology or systems for the Project. Notes:
    • Ongoing operational and production labour expenditures are ineligible
    • The Recipient is required to maintain timesheets or appropriate records for all employees working directly on the Project to verify time spent on Project work, and to verify expenditures for audit purposes.
  • Upgrading existing technology site for added functionality (i.e. new plugins, or features); please note, re-design of an existing site is not eligible.
  • Software including:
    • Software to track and manage product inventory, as well as fulfill and ship orders
    • Software for product databases
    • Software to track sales, market to customers, offer discounts, maintain a loyalty program
    • Software to simplify marketing
    • Cyber security software of certifications
      Hardware and accompanying software up to 20% of total grant amount

The Digitalization Competence Centre (DCC) Technology Demonstration Program (TDP) is a discretionary, non-entitlement program with limited funding. All eligible applications undergo a review process where the applications are evaluated against program objectives and other assessment criteria. Not all eligible applications will be approved for funding. Applications are internally reviewed for eligibility, completeness and financial compliance, prior to evaluation by external reviewers with domain expertise from academia and industry. All reviewers are bound by non-disclosure agreements (NDAs). The final funding decision is made by the Ontario Centre of Innovation (OCI).

Applications will be evaluated against assessment criteria including, but not limited to:

  • Evaluation of digital maturity, where the DCC client is at in terms of digital advancement and current capabilities;
  • Clarity of the need for digital modernization and adoption of new technology;
  • Capacity for and prioritization of investing in adoption of digital technologies;
  • Significance of the opportunity, expected growth potential and economic benefit to the small or medium-sized enterprise (SME) and Ontario (e.g., job creation/retention, new revenues, new customers, follow on investment, productivity improvements);
  • Ability of the vendors digital solution to address the SME’s digital gaps;
  • Expertise and experience of the team members, clarity of roles and responsibilities and evidence of collaboration;
  • Vendors’ potential role and impact on accelerating growth and path to market;
  • Clarity, feasibility and appropriateness of the project plan.

Companies applying for TDP must meet the following criteria:

  • Have completed a DMAP project
  • Be incorporated federally or provincially with a valid business number
  • Be a for-profit, privately owned business (including co-ops)
  • Have Between 1-499 full time equivalent employees
  • Have a change management culture and structure that values growth and innovation, willingness to review/adopt new technologies to support scaling
  • Have the ability and willingness to invest resources
  • Have the capability to implement and internally sustain new technologies
  • Be able to express why they need a digital strategy and recognize its importance in guiding change
  • Have a permanent establishment in Ontario (if not headquartered in Ontario, a minimum of 50% of employees must be based in Ontario)
  • Have reported at least $500,000 of annual revenues in one of the previous three tax years

The following types of small businesses are ineligible:

  • Businesses engaged in consumer facing retail or e-commerce operations
  • Corporate chains, franchises, or registered charities
  • Representatives of multi-level marketing companies
  • Real estate brokerages
  • Not-for-profits

We can create your Digital Modernization & Adoption Plan (DMAP), with you receiving the grant that covers 50% of Digital Adoption Consultant (DAC) services up to $30,000 (i.e. $15,000 reimbursed to you) and then you can decide against the Technology Demonstration Program (TDP). Participating in the digital plan portion of DMAP does not oblige you to apply for the TDP. If you move forward to implement your plan, you can also source the required funds from your own cash reserves or from your regular financial institutions.

The first step before applying for the reimbursement funds is to have a Digital Modernization & Adoption Plan that is completed by a DMAP-approved Digital Adoption Consultant (DAC).

Once your Digital Modernization & Adoption Plan (DMAP) has been both reviewed and approved, applications must be initiated in AccessOCI by an Ontario Centre of Innovation (OCI) Business Development Manager (BDM) or an OCI Digital Adoption Advisor (DAA). Once initiated, the Applicant will receive login information to begin completing the application. Companies that wish to be connected with an OCI Business Development Manager or OCI DAA should submit a Client Intake Form. No, the Digital Adoption Consultant (DAC) can only assist clients in the creation of the Digital Modernization & Adoption Plan (DMAP). The DAC is not allowed to assist with the implementation of the DMAP through the Technology Demonstration Program (TDP). This Ontario Centre of Innovation (OCI) guideline is in place to ensure that DACs remain objective and software vendor-neutral throughout the engagement process.
